It talks about how this proposal has been on the table for 10 years and they’re still fighting over a new development. A plan doesn’t just sit on the table due to disputes over rain-water and flooding. If that were the case someone would have hired an engineer or a scientist to figure out the problem. Come on, dig a little deeper would ya?
